You have reached the Atlassian community here. You shared a direct link to an issue in a Jira instance that is managed by your organisation. No matter how hard we want to help you, permissions in your organisation's Jira are managed by your organisation and you should find an administrator in your organisation to help you. I would recommend reaching out to your internal IT department or someone on the direct team you are working with to help you find out who this is.
