The time zone on my local commits is my local time, but the zone for my commits from a bitbucket pull request is different. Is it the time zone of my company's repository server?

Welcome @PAUL Bogucki !

Yes, it might be different on the server or Java. How big is this difference? Is it matter of minutes or hours? Is someone else also seeing this?

You can please check this KB article - https://confluence.atlassian.com/bitbucketserverkb/timestamp-incorrect-in-bitbucket-server-779171272.html and if you are not an admin verify date / time / locale with someone that is.
