How to automate the Time Sheet report

I need to produce a weekly report showing time entered by each developer. The Time Sheet Report in Jira is exactly what I want, but I need to automate running it for each developer each week, and email the report to the developer.

What's the best way for me to accomplish this?

I'm a developer, so I'd be glad to code it using the REST API. I've looked at the API doc and didn't see how I could get to the data I want.

Unfortunately is not possible to do that in Atlassian OnDemand. As a workaround since you are interesting with the REST API, you get the timesheet endpoints via REST calls in JSON/XML format, you may refer to TIME-269 for more information.

Best way would be to write a service in jira which will do it for you, I did a similar service in past and it used to work pretty well.
