Customizing the System dashboard for OnDemand

We've got an OnDemand instance for which we'd like to customize the default landing page. Going off of documentation we could find which may be out of date, I see that it should be possible by modifying the "System Dashboard":

Unfortunately, I do not have access to either the "System" or "Global Settings" options listed in the above documents. About the only other information I can give is that I am logged in as an Administrator so as far as I know, I should have permission.

I just created a test user with admin privileges and it seems I can access the System Dashboard from: "Administration > Issues > User Interface > System Dashboard".
