Read-only global permission in Confluence - possible?

The only global permission appears to be 'Can use' and this includes create/edit permissions. Is there a way we can set up a read-only global permission that is inherited for each new space that is created?

It seems counter-intuitive that an enterprise wiki requires manual configuration of space permissions every time a space is created ...

Create/edit page permission isn't coming from 'Can use' Global Permissions, but "Pages: Add" Space Permissions. Starting Confluence 4.2.6 and above, you could set up a default Space Permission scheme so that you'll have that permission set automatically when you create a new Space. So you could then, in the Default Space Permissions setting, add a particular group with just 'View' Space Permissions.
