Is it possible in JIRA to limit the users which may create certain issue types? We have certain issues which should only be created by the configuration manager, and not by any user.

This is old, but the answer is still valid - "no, but there are workarounds". Atlassian have said they won't fix it too - https://jira.atlassian.com/browse/JRA-5865
