No. There's not "maintenance" of anything in Bitbucket, it's a service for helping you use Git.
I think you're asking if Bitbucket can handle Delphi code. The answer to that is "probably" - if the code is held in a way that Git can handle, then yes. If it's in some form of database blob, then no. (I haven't used Delphi for years - it used to have simple files with source code when I used it, so that would have worked. I don't know if its storage has changed to something that Git won't handle)
