When the new build completes successfully, automatically add a new comment to each of the Jira tickets that have been referenced in the commits associated with this build.
How can it be done?

What JIRA edition are you currently using, JIRA Core, JIRA Software, or JIRA Service Desk? See my answer for the background.
While there might be options to achieve this via an add-on, I'd like to suggest another approach first:
One of the features specific to JIRA Software (i.e. this is neither available for JIRA Core nor JIRA Service Desk) is Integrating with development tools, which (amongst other things), allows you to Viewing the development information for an issue via the ' Development panel':
- Bitbucket Cloud or Bitbucket Server: view and create branches, view commits, and view and create pull requests
- FishEye/Crucible(Git/Subversion/Perforce/CVS): view branches (not create), view commits, and view and create reviews
- Bamboo: view the status of builds and deployments
- [...]
So once configured properly, you'll get the desired cross application references automatically, and in a very compact and highly usable fashion – here's how this looks like:

You can then click on the '3 builds' link to drill down for the build details, and likewise on the others of course.

Yes, the development panel shows issue specific information only, i.e. all the data and links you are seeing is specifically shown there because the resp. issue key has been referenced in a linked application like Bamboo and Bitbucket.
