As a group admin, I want to prevent any HipChat user from making a room accessible to guests. Can this be done?

If you're using HipChat Server, it is possible to control this. As an admin, you can navigate to Group Admin > Preferences  > Guest Access > Choose "Disable". When disabled, rooms cannot have guest access enabled. Any existing rooms with guest access enabled will have it disabled.
