The 'All users' page used allow sorting by commits, but the option doesn't appear anymore.

This view is useless without sorting by number of commits. Where has the sort button gone?

We have removed the option to sort by few columns on this page - this custom ordering feature was used infrequently and was unnecessarily slowing down the time to serve the page.  See https://jira.atlassian.com/browse/FE-5682 .
