In following the setup instructions in Developing a REST Service Plugin, I'm unable to execute the Step 7.5 (Click on REST API Browser. This link appears in the Developer Toolbox section of the left side menu.).
The option doesn't appear on the screen:

Fixed. Solution: Uncheck the box for "No web sudo" when logging in.
