That looks like a "message field" from the JIRA Toolkit add-on.  Could you check the screen for this transition/edit/etc and see what fields are on the screen?

Ok, it just looks exactly like a message field from the toolkit because of its placement. A transition is part of the workflow, and it can have a screen attached to it. A screen is a list of fields. However, I've made a mistake by misreading your question. I am not sure why, but I thought this was a transition screen. It might not be. You need to look at when this screen appears and go find it - is it Create, Edit or during a transition? If Create or Edit, then go to the project and look at the "isue type screen scheme", pick out the one for the issue type you are looking at, and then find the create or edit screen associated with it. If it's a transition screen, you need to edit the workflow to find out what the screen is. Once you have the screen, you will find it is a list of fields, including .... .... attachment languages .... What is the field *immediately* above attachments, and what description does that field have?

Can you give us a screenshot? My best guess is that it is the Custom Field "description" which can be updated in the Custom Field Administration screen.
