I created a new project using the Scrum Issue Type theme. The users requested I add a couple other issue types to it. As part of setting up the project, I need to change the card colors to the team's preferred set up. The Issue types are not shown on the Configure Board page. I have the heading for Color and Issue Type but nothing is shown below the headings.

what you can do to change the card colours for specific issue types is the following:
A bit late, but nevertheless:
Apparently, that is expected behaviour. "Card colours" -> "Issue Types" does not show all available issue types as configured in the project's issue type scheme. Instead, it shows the issue types of all existing issues of that project (1). So, for new projects without any issues it won't show any issue types.
Workarounds are:
The same is true for "Card colours" -> "Assignees".
(1) More correctly: All issues on that board. The issues might come from multiple projects.

If I understand your question correctly, Open Administration > Add-Ons. Depending on which JIRA version you have, search for the tab named JIRA Agile then click Project Templates.

I"m sorry. I should have included that I'm newly upgraded to JIRA 7.
I don't see tabs on the Manage Add-ons page but looking at the Application Components add-ons, the JIRA Agile component says that 320 of 320 modules are enabled. I don't see 'JIRA Agile' in any other of the add-on types.
