I guess to clarify your problem you want send  data to  a remote SOAP web service based on some event ( transition to a new  state in the issue) in a postfunction? If so you  are making workflow changes. It would be advisable to use rest.  You can probably do this via some scripting on the JIRA side that can implement  an event listener to then execute some code to send data to a remote api or  there is something called web hooks  that once registered  as a post function can do this for you.
