for the cloud version of confluence...can i set a cap to the number of users that can be added?
i have multiple admins with the rights to add users.
i dont want to get surprised by waking up one day and having hit the next subscription band.
eventually we will hit it, but i have to plan for budget etc. so i need some sort of governance here.
Another option could be moving into an annual subscription which will stop the possibility to add more users than the ones allowed for your user tier, so there's no chance that you would accidentally jump to another user tier.

Once you have reached the number of users your Confluence Cloud will be read only.

I'm afraid there's nothing in Confluence that does that (or in the Cloud user management system either).
Your best bet is to remove the admins who don't check before adding users.
