Is there any way through which JIRA Cloud could be fully synchronized with another issue tracker?
I mean, when creating/editing/commenting an issue on one of both platforms, the change will be updated on the other issue tracker's database, and vice versa.
Can this be done by any means?

Yes, I've known some add-ons that do this so it's possible. One of the JIRA instances that I support integrates HP ALM QC with JIRA and the changes in either sides will reflect in the other.
It's just a matter of writing the code to do it.

A quick search in the Atlassian Marketplace (https://marketplace.atlassian.com/search?q=topdesk) said there's no add-on that supports it right now. If you want to code it, the time will entirely depend on your knowledge with the JIRA APIs and TOPDesk API (if it has one). In the JIRA side, I've used the JIRACLI add-on which simplifies the coding for the JIRA functionalities significantly. The other part of this is writing a code interfacing with TOPDesk, you have to research for that as well.
