For any licensing and costs, I always open up a ticket against support.atlassian.com to get an official answer.

Hi Randhir!

 

If you are currently using JIRA and JIRA Agile (formerly GreenHopper), you will be renewed into JIRA Software. JIRA Software combines the functionalities of JIRA and JIRA Agile into one license. You will not see any change in cost, in terms of renewals.
