We're using Confluence Questions in such a way (essentially to allow people to show interest in things and vote - for internal company stuff) that it it a major detriment to us when people downvote answers to questions.
We would like to know how we could configure either individual questions, or all of confluence questions such as to disable/disallow the down-voting of answers.

I am not sure there is a built-in option for this. I think your request would fit in this Feature Request: https://jira.atlassian.com/browse/CQ-717. It would be VERY helpful if you would post details about your use-case in that issue or if you would submit your own feature request.
I am not sure if you have access to any workaround if you are on Confluence Cloud. You should have access to the {style}
macro for now in Confluence Cloud, via the pre-installed Adaptavist Content-Formatting Macros. If you can place this macro on a page and define a selector, you could hide the element on the client-side. This is not a great solution. It can only be placed on a SPECIFIC question, and you have to add some CSS to 'hide' the downvote arrow. I do not have access to an environment to test this right now, but it would look something like this –
{style} .cq-arrow .cq-down { display: none !important; } {style}
