Confluence Text Select isn't working?

I keep reading about the "JIRA quick issue creation feature", when you highlight text in Confluence, you have an "options panel" to create a JIRA issue or quote it. This feature does not work. I have "Text Select" enabled under my profile. I am running:

  • JIRA 7.0.0
  • Confluence 5.9.1

I've even seen the demo video for it, here: https://www.youtube.com/watch?v=reiLHEIlXDc

It doesn't work for me. Highlighting just highlights.
