If you are trying to move a repo from one Project to another, you can do that under Settings - there is  a "Move Repository" button in the upper right corner.

Transfer as in (a) from a server to a server (b) from a server to a client machine?  For (a) there are plugins that do this, for (b) a git clone with subsequent git pulls and pushes (http://git-scm.com/doc)
