I have forgotten my password and don't have access to the google authenticator app used originally to create codes, but I have the recovery codes and user Id. How does one log back into bitbucket?

You've got a few options if you've lost your password, but still have the recovery codes. When you setup two-step verification, we required you to setup SSH and verify your confirmed email address for just this reason. The easiest way to get going now would be to use the standard password reset. You'll be prompted to enter a two-step code when you do so, a recovery code is always allowed anywhere we ask you for a code.
If you've somehow also lost access to your primary confirmed email address, you can also recover your password using your SSH key and a recovery code. Simply use any machine you have setup your SSH key on and enter the following command
ssh git@bitbucket.org password
You'll then be prompted to enter a new password and a code (recovery code or code from your device).
Once you're back in Bitbucket, you can then proceed to manage two-step verification and re-setup your device. Again, enter a recovery code or code from your device to gain entry to the two-step management screen. Note that you may need to use more than one recovery code if you reset your password from SSH.
