Currently JIRA queues each and every change on an issue for Notification message delivery.
Is it possible to configure Notification Scheme to fire a single message after a set period of time, which would summarise all changes per each issue?

This is currently not possible, you might be able to do something like it with the script runner plugin.

I am looking for this feature as well. I would like it implemented as it is on stackexchange.com. Where modifications close in time to each other are aggregated and sent out minutes after the last change is made. I assume there is a time out that is reset upon every change. When the time out expires all the unreported changes are aggregated and sent out. That is what I would like to see happen for JIRA. Make it work like stackexchange.com. Because, at the moment, everyone is filtering out their JIRA email and never reading them. Making JIRA useless as a way of communicating status.
