Have a look at https://tempoplugin.jira.com/browse/JTMPO-629. So maybe this feature is coming in the future. At this moment, it seems that only the ictime add-on is offering start time and end time for work logs (https://marketplace.atlassian.com/plugins/de.iconcept.ictime.jira-ictime).

Hi Shachar,

You can log work with start time, but end time is not possible. You can enable this feature by going to Administration-< Add-ons, Tempo, Global Configuration and check the "Log work with start time" permission in the Time Tracking Permisssions and Validations section.
