Static Text on Template?

Probably a very newbie question but I'm stuck.

I am trying to create a template or blueprint, whichever proves most appropriate. What I actually want is a task list but not allow the items in the task list to be editable. If that's not possible then I want create the list and use a variable to provide a place to check but not have the task item editable. I tried using instructional text but it doesn't display in read mode.
