Export to HTML/XML without using Space Operations.

We are in need of a way to export pages into HTML and/or XML for users that do not have access to Space Operations. Is there a way for us to add an option to the Tools menu, for example, similar to the Export to PDF function? I am aware of the Scroll HTML plugin, but we were hoping for a solution without the need for additional plugins.

The Export permission is separate from Admin permission. Did you observe a discrepancy in this behaviour?

No. My question was poorly worded. I said Space Admin in the title when I meant Space Operations. I updated it to reflect that.

There's nothing harmful in Space Operation. Look, even Atlassian lets anonymous users access it freely on a public instance: https://confluence.atlassian.com/spaces/viewspacesummary.action?key=DOC

I agree Space Operations may look scary, but it's not a problem to let users access it.
