How to check for deleted project and who deleted it.

JIRA 6.2 and above comes with built-in auditing capability that tracks project deletions and other activities. There is also a commercial add-on available in Marketplace called Auditor for JIRA which provide robust auditing capability.

You cannot, once  a project is deleted it is gone forever.

In case you want to rollback your options are to restore your backup into a test instance and doa project import of that deleted project.
