I would like to create a JIRA ticket and pre-populate certain fields in the ticket based on an email. Minimum fields such as description, requestor, client, etc.. Ideally a user could just submit the email and it would auto create the ticket in the jira project and add them as a watcher to the ticket. Is this possible? If so, how?

you need a add-on to extend JIRA as JIRA itself cannot populate fields, our add-on can easily do that, find it at the marketplace: https://marketplace.atlassian.com/plugins/com.metainf.jira.plugin.emailissue

Well, your Subject line becomes "Summary". Email Body becomes Description. If Sender Email id exist in JIRA it will populated as Reporter and if you want you can Configure Default Reporter in case if Create User option is disabled and reporter email id is not exist in JIRA this email will be ignored.
For adding watcher you can select CC Watchers. You can refer the document provided earlier it has all these information. If you have already configured this in your JIRA server then Edit to change the properties
