Logging work (tempo) when issue is in the "To Do" lane of the board?

RE: Jira-Agile Cloud + Tempo Time

Why can time worked be added when the sprint has started and the issue is in the "To Do" column of the board?  Does this impact tracking time, metrics or reports?

This implies that the team member needs to manually drag the card to "In Progress" and then "Log Work". I looked for a setting that would make it work couldn't be logged if in the "To Do" cue.  No luck.

Any guidance or better way than a two step process for every task?

Can you add a screen to appear on transition with the log work field associated?

There used to be a way of blocking a user from adding time to a status, but you're in the cloud so this may not be allowed
