Not really. You cannot apply security schema based on component. We had this issue in our company. And it ended that users didn't see any issue that they didn't participated.

I may suggest only to create more smaller projects.

You could find/write a listener that spots changes on issues, looks at the components, and sets an issue security level automatically.

Problem I can see with that is that an issue can only have one security level, but multiple components, so you'll need to have some rules about which security level you choose.

yes thats what i was doing - small projects - but they wanted all in one project for reporting purposes..
