CSV Import Comment date not coming in correct.

This is the format I have in my CSV file - 7/29/2015 11:40;admin; This is my comment

I have entered the date format as mm/dd/yyyy h:mm  and m/d/yyyy h:mm

and this is what I end up with.  

29/Jan/15 11:40 AM

I changed the date to 10/29/2015 and still get January.  I had three other date July 28th and July 10th the day always populates correct and month is January.  What am I missing?

Are you importing worklogs? Because this will ignore the date format settings entered at the beginning of the import process and instead fall back to Jiras default settings. I ran into this in JIRA 6.3.13 and adjusted my CSV accordingly

No, I am just importing the comments at this point.  I just find it really odd that it gets the day year and time correct but has the wrong month.

maybe the problem is with upper / lowercase "m"? Because m is minutes and M is month. Also shouldnt it be MM for the month, not only M?
