How to access Velocity tools

I would like to use some functions from Velocity Tools in a plugin s templates (like $numberTool.format).

How can I access these tools from velocity templates?

Thanks, I add

$number.format('integer',$value)

to a velocity file (view.vm) , but then I get the literal '$number.format('integer',$value)' instead of value formatted.

I am following this tutorial:
