I have a user to whom I have given all permissions for a space except to export. He has created a new page but cannot set permissions on it. He does not see the padlock symbol. Neither does he have the space tools icon. I would have thought the space admin permission would have been enough to allow him to set the edit and view permission on the page but it seems not. What do I need to do? We are running 5.1.1.
The Confluence documentation (https://confluence.atlassian.com/display/DOC/Page+Restrictions#PageRestrictions-Aboutpagerestrictionsandspacepermissions) does not seem to be up to date on this topic ("tools" does not exist). Am I missing something?
OK, found the answer, it was a setting in our instance that was causing the problem. Thanks Adrien for trying it out for me.
I'm interested in the answer: Which setting was it? Was it in relation with a plugin?

Not directly. We had set certain icons visible according to permissions and for some reason had made the permissions setting invisible to all but full confluence administrators. It was true that at the time we did not see others being able to set page restrictions. Now all will see the icon but only those with permission to set restrictions are able to activate it.

I am now being hastled to close this thread. I shall do so in a few days time but suppose that this problem is not well known. I have not yet been in contact with Stepstone / Brikit to see if they are aware. Not sure if everyone reads these boards.
So if anyone else has found this problem it would be good to compare notes. Another issue I have found is that pdf files no longer open in the browser. This is a known Confluence issue but they say it can be corrected by changing security settings. The box they say to check does not exist in my instance. Others have this problem too so it is less clear that it is Zen. Comments in the Confluence user guide have not elicited any response.

Hi Adrien, thanks. I guess you are confirming what I suspected that it is a deeper problem maybe with the plug-ins. We are using Zen to control layout and permissions ie "restrict based on permissions" and maybe the problem lies here. I have tested again and a user given individual access to the space with full permission is not able to see the space tools icon nor the restrictions icon.
Has anyone else found this problem?

Tested in 5.1.1, and any user who can see the space can see the Space Tools. Also, as soon as the user has the "Restrict" permission, he can set restrictions.
Note that you can give someone Admin permission without allowing him the permission to create or edit a page. It's a bit weird since they can admin, so they can change the permissions for themselves, but that would explain why someone can administer and not do something else in a space.
