Hi Doron,
By removing users/groups from the Browse Project permission in the Project Permissions section you'll deny users in that group to browse the project but if they have Create Issue permissions, they still will be able to see the project (if they don't see it, how do they create issues, right?). So make sure they are not on the groups listed in Project Permissions basically.
