Error when creating issue

I reeceive this error when creating issues.

Error creating issue:
Issue workflow initialization error: unable to find issue created with workflowid '22525'. Did the IssueCreateFunction run successfully on workflow.initialize()?

What shall I do?

it seems the problem with the order of postfunctions configured,
