I am curious why Fisheye and Crucible is not sold as one product considering that the installation file is the same. Personally I don't see any value using Crucible and Fisheye as a standalone but perhaps I am missing something here.

FishEye is a repository browser system, while Crucible is an add-on for FishEye. With Crucible you can add reviews, create projects, roles and other features that not always are needed for all the customers. This is the reason why Crucible can't be sold without FishEye.
