Yes, but you need a plugin for that. Issue Templates lets you do that. You'd place a post-function in that transition so that a given comment would be added as the issue is closed.

In the sense that, you would need a partial comment to show up in the transition screen, and the user would complete it and submit the transition? Yes, that should be possible. Comments are in the scope for autocomplete templates. I suggest you trial the plugin and see how it works for you.
