Based on your requirement, you can just add this function in the workflow transition... Like "Update an Issue field" or run a custom script which do the same thing.
This is an optional field.we can't set this in post function for every issues creation and also update issues field will work with predefined values.we can not set same user for every issues creation.

I am looking to call java script in web resource module. How Can we add help text next to the custom field like,which will be pop-up (question mark).As soon as we click on question mark ,one pop-up will displayed with details.
