I'm creating a new documentation site. The default PDF output is not professional quality. How do I make my PDFs look like what comes out of Atlassian's documentation? Are there templates or files I can download as a starting point?

Looking at the properties for Atlassian's PDFs, I see that they're using iText, which is integrated with Confluence for its PDF export. So they're apparently not using any third-party add-on.

Agree with Pedro, Scroll PDF Exporter is the way to go. If you want to roll your own custom PDF layout, stylesheet, etc. for your technical documentation, check out: https://confluence.atlassian.com/display/DOC/Providing+PDF+Versions+of+your+Technical+Documentation

I know K15t's Scroll PDF Exporter is the way to go if you want the most flexibility. However, Atlassian's output is good enough for my purposes, so if they're not using an add-on, I can't really justify the expense.

to have professional quality you can use the "SCROLL PDF".
