How to render date&time filelds in notification email

I'm planning to utilize notification scheme to send email to related user when issues are created or updated.
Also, end users require that some custom fields must be displayed in the body of email.

I could realize to display custom fields in the body by customizing email template(.vm file). However, displayed time-zone of date&time filelds are not based on on the time-zone of user profile, but timezone of server.

Is it possible to render date&time filelds based on the time-zone in user profile?
