JIRA User License Count - need user license for all our end users ?

Hi

We are considering using Jira as our new Project/Bug Management tool, however our customers can currently add new requests and vote on issues.

However we are only 2 developers and around 1000 users.
Would we need a license that allows us 1000 users or do end users not count towards the user licenses ?

"An active user in JIRA is by definition any user account in the system with the "JIRA Users" global permission, i.e. anyone who can log in. Unlimited 'anonymous users' are permitted on all licenses."

My understanding is therefore that if you want users to have a unique login (and therefore trackable who commented on what, and a unique vote etc.) then you need an "unlimited" user licence. If you just want 3 logins (developer 1+2 plus a generic_user login which they all share) then the 10 user one should be enough. Basically decide how many separate people you want to iidentify in the system.

If you remove the need for 'logins' to your JIRA, and they can survive with just an email interface, its possible to do that with a limited license (even a $10 one). Users can be created but the won't count toward the license as they aren't 'interactive'. Likely, the only way you'll currently be able to do this is through JEMH. The existing stock mail handlers may not quite deliver what you're looking for, there are other third party handlers around too.
