When entering a comment to an issue in Jira (we are running 4.4.1), is it possible to format the input?
For example, if I paste some SQL output, the formatting is all wonky and hard to read.
The doc page page https://jira.atlassian.com/secure/WikiRendererHelpAction.jspa?section=all indicates we can add {quote} around the text, but when I do this, it just displays the text {quote} in the comment and formatting is lost. Am I missing something? We don't get any of the editing functionality that Confluence has.
JIRA ships with 2 Text renders you can configure for fields and comments:
You can configure which to use for each field in the "Field Configuration".
To use the {quote} tag or other wiki markup you will need to change the field configuration for Comments to use "Wiki Style Renderer".

To format source code and SQL I use the plug-in Wikify - Autoformat. I hardly know any formatting syntax, and with the plug-in I can format code and especially SQL automatically without knowing any additional syntax. For me it's very comfortable.
