Query number of entries in a set valued field

Has anyone ever tried to build a filter that selects issues which have a certain number of entries in a set-valued field?

To be precise, we have a custom field "Reviewed by" which is of type "Multi User Picker". I want to filter for issues with less than two reviewers. Is that possible?

This is not possible in JQL.

That's also what Atlassian say, but I hoped there would be an add-on or an acceptable workaround.

This will sound really manual, but - what if you created a custom field, number type, and called it something like "Number of Reviewers". Add it to the edit screen above or below the "Reviewed by" field and ask users to update the field whenever they add/remove reviewers. You would still need to manually update existing issues to get the value you want, and this would also be dependent upon your users being diligent - but it is a possible solution. :)

Thanks a lot. But you are right, it is a bit manual. We considered that, but, without quistioning the diligence of your developers, I think it's not going to work out :-)
