After further investigation I found the following as to why it worked with MySQL but not with Oracle XE:
Found that in the Jira table AO-85377D_SWITCH_USER_CONFIG both fields ("Group allowed to switch users" and "Assignable group" were blank when using MySQL but contained (null) when using Oracle.
When in Oracle I set "Group allowed to switch users" to Jira-administrators and "Assignable group" to Jira-users the plugin worked as advertised.
Also if I changed "Assignable group" to a specific group the plugin no longer worked, as it set "Group allowed to switch users" back to (null). Therefore if you want to change one field you have to complete both fields.
