Test jira development instance configured for hsqldb does not update to new mysql config

 I am using atlassian sdk  to for use in JIRA plugin development. I set it up to use HSQLDB originally but now I want it to use MYSQL due to the need to have persisted data. I have set up a mysql user and database on the mysql server.  I tested that I would be able to connect using the user name and password so that was ok.

The dbconfig.xml and mysql driver was added to the respective locations in the home directory and installation directory paths. Each plugin has its own scoped environment.  After I found this out I tried to change it there, however, to my surprise, it generated the hsqldb configuration again. Really weird. Do I need to install another test JIRA instance locally to set up with Mysql or what. I can give more information as needed.
