Is it possible to connect to an instance if I have already an account in another instance without decrement my licence count?

Do you mean to share the license between the instances? That is not possible.

I mean integrate ;) You can create update etc issues between your two servers. Even if you do not own both and one is JIRA OnDemand. Using ConnectALL to integrate these two JIRA instances your JIRA users in one systems would not need an account in the other.
