Fire event when logged work reaches a certain percentage in jira

I want to send emails to participants in a project when logged work reaches e.g 75% of the total estimate. How can this be achieved in jira?

You could have a filter which returned issues with work logged over 75%, and then have a subscription to that filter to email you on a schedule? The problem is that without any scripting it would return all issues with over 75% so depending upon the schedule you could get repeat notifications for the same issue. 

You could set up a jelly script to email you the issues in the filter, and label them at the same time. The filter could exclude issues with a specific label, so you'd only get notified the first time the issue was over 75%.

For sure you can develop a JIRA custom addon that listens for ISSUE_UPDATED event and checks reported time versus estimated.

But I guess that the same can be done via scriptrunner plugin. Scriptrunner gurus, please help smile!
