You don't, there's no real use for an export of permissions without the rest of the data.
Could you explain what you're trying to achieve (not in terms of how you think you want to do it, but in terms of what the user will do and why they gain from it)
I am exporting and importing several projects one at a time from one JIRA instance to another. In order to reduce the amount of manual work I wanted to understand if there was an export function like the workflows.

No, there is no such function. Permission schemes tend to be relatively simple and easy to transfer manually, and Atlassian see little need for scheme import/export (it's either everything, or just issues) You can do it with the Botron addon though.

Another reason to export the permissions without the data is for compliance purposes. My company's SOC2 auditors, for example, have asked for a list of "Authorized JiRA Admins & associated privileges". Without an export, I'm left to doing this manually / taking a lot of screenshots.

Um, that sounds a bit pointless, as you can simply say "admins can do anything".

May I know if the export is still not available in JIRA? I need the export function as we plan to template the permission and roles for different instances setup and do not want to recreate all from scratch

I really wish this was a thing right now. Not just with permissions though, most things should support export/import. You might be setting up something special in a test environment. Once you get it working you have to recreate everything manually in production. Not a great option.
In my situation I'm merging two Jira instances into one. One of the instances has a pile of group permissions defined. What I'm having to do now is just plain old painful.
