Create new types of links from plugin code

Is there a way to create new types of links using any components similar to issuelinkmanager?
I need that when you install my plugin is automatically created a new kind of link but I can not find any component able to do so.

But how did you use this api when installing a plugin. i have similar requirement of creating roles during installation.
