SOAP API on JIRA Cloud

I'm trying to integrate our gerrit server with our JIRA cloud instance. Currently the integration plugin only supports the SOAP API. It does not appear to be enabled in our cloud instance. Is this something I can reconfigure or is it disabled for all cloud users?

No, it's turned off.  

SOAP was deprecated ages ago, and is unlikely to exist in JIRA 7.  It's turned off in Cloud because it exposes things they're not willing to support, and to encourage people to adopt REST before JIRA 7 kills SOAP
