I am about to use JIRA and Confluence for facility and asset management. Specifically, given an Autocad file I will have to add technical sheets to each element contained on the Autocad project. Currently, I am thinking about exporting the Autocad project as bitmap, uploading it to a Confluence page and then, via custom plugin, I plan to allow users to click on the image and add a datasheet corresponding to the clicked point (or selected area) on the bitmap.
However, another option would be using an existing Confluence plugin to create diagrams, but the main requirement would be that a user can click on an object in the diagram and add an issue (i.e. a datasheet) to that object.
Do you have any recommendations on how to proceed on this?

A good tool to use is Gliffy for your diagrams as you can then link any item to either JIRA issues or Confluence pages.
